The Commission is charged by the Archbishop to assist him in his responsibility for promoting liturgical renewal and on-going formation in the diocese. It is to establish policy for and approving any Church ordering and has oversight of principle diocesan liturgies.

The Archbishop has entrusted the Deans of the Diocese with the pastoral care of the priests in their deaneries. In discussion with the Deans, who meet together as a body three times each year and in smaller groups with the Archbishops Council, the Archbishop is aware of the concerns of the priests, pastoral initiatives and needs; while the Deans promote an understanding of diocesan policy in the parishes and assist in the implementation of the vision of the diocese for the future.

In the Diocese of Westminster, the College of Consultors is comprised of the membership of the Cathedral Chapter. The Canons of the Chapter are members of the Council of Priests. While also fulfilling their liturgical role in accordance with Canons 503-510 of the Code of Canon Law, the Archbishop presides over some meetings of the Chapter, in its role as the College of Consultors, discussing matters of diocesan policy and administration.

In accordance with Can. 495 s1 of the Code of Canon Law and the policy of the Bishops Conference of England and Wales, there exists in the Diocese of Westminster a group of priests who represent the presbyterium. The councils role is to assist the Bishop in the governance of the diocese, so that the pastoral welfare of the people of the Diocese may be best promoted. Its membership comprises elected and ex-officio officers of the Diocese and it meets twice a year. The Council has a consultative vote only, but the Archbishop consults the Council on serious matters concerning the well-being of priests, their ministry and evangelisation throughout the diocese.
